What They Hide

Here's what's actually in your Electricity Facts Label (EFL)—the document nobody reads:

Actual base rate: 15.9¢/kWh
Bill credit: $75
Credit requires: EXACTLY 1,000 kWh

See what happened? The actual rate is 15.9¢/kWh. Almost double the advertised rate.

The 8.5¢ rate only happens if you use exactly 1,000 kWh. Not 999. Not 1,001. Exactly 1,000.

Miss by 1 kWh? You lose the entire $75 credit.

At exactly 1,000 kWh (the "perfect" scenario):

Delivery charges $4.50

$88.50 ÷ 1,000 kWh = 8.85¢/kWh effective rate

That's the rate they advertise. But here's the question:

Most Texans don't use exactly 1,000 kWh. In summer, AC alone pushes most homes to 1,500+ kWh. In winter, usage drops to 600-800 kWh.

Not always. If your usage is extremely consistent and happens to match the credit threshold, they can work. But most Texans have variable usage—summer AC alone makes this impossible.

How do I know if my plan has bill credits?

Look for phrases like "bill credit at X kWh" or "usage credit" in your EFL (Electricity Facts Label). Or use our Facts Label Fixer tool to decode your plan in plain English.

What should I look for instead?

Flat-rate plans with no tricks. A 12¢ flat rate that's 12¢ at ANY usage is better than a '9¢' rate that becomes 16¢ when you miss the threshold.
